Published under the FCC’s Open Internet transparency rule, 47 C.F.R. § 8.1. This document explains how we manage traffic on the network and how we measure what our plans deliver. Starwire has fewer than 100,000 subscribers.

1. How we manage the network

Blocking. We don’t block lawful content, applications, services, or devices that don’t harm the network.

Paid prioritization. We don’t give anyone’s traffic preference in exchange for payment.

Congestion management. We use equipment that manages traffic when the network is saturated — either your plan’s capacity is fully used, or an access point is nearing its limit. During those periods, the equipment favors latency-sensitive traffic like video calls, voice, and gaming over bulk transfers like large downloads and file syncing, so interactive applications stay usable. It only runs during saturation, it isn’t based on where traffic comes from or goes or what’s in it, and we don’t prioritize anyone’s traffic for money.

Reduced capacity events. Our network depends on upstream providers and on backhaul links between our own sites. When one of those fails or degrades — a fiber cut, an equipment failure, an upstream outage — our total capacity drops until it’s fixed. During those periods we may temporarily limit throughput, apply the traffic management above more aggressively, or restrict high-bandwidth activity, so basic connectivity stays available to as many customers as possible. These measures are temporary, apply to the affected part of the network rather than to particular customers, and come off once capacity is restored.

Port filtering. We may filter traffic on ports actively being used to spread malware, conduct attacks, or otherwise threaten the network or our customers. Which ports those are changes as threats change.

Devices. You can attach any lawful device that works with the Service and doesn’t harm the network.

Security. We may act against traffic that threatens the network’s integrity or security, including filtering traffic tied to active attacks and restricting service to compromised customer equipment.

2. Performance

What we provide. Fixed broadband internet access, delivered by fiber optic cable, by radio from a tower or access point, or by another method suited to the location. Where we run the connection inside a building, we may use coaxial cable, ethernet cable, wireless access points, or whichever technology best fits. Which plans and speeds are available depends on what serves a given address — check availability at www.starwire.net.

Speeds. Current plans, prices, and speeds are at www.starwire.net. Advertised speeds are maximums.

Latency. Typical latency for each plan is shown with the plan details at www.starwire.net. We measure it from a device connected by ethernet cable to the customer’s router, to a measurement server outside our network, consistent with the method used in the FCC’s Measuring Broadband America program. This doesn’t include delay from the customer’s own Wi-Fi, which can be significant if the device is far from the router or the signal is weak.

Specialized services. We don’t offer any specialized service that shares capacity with broadband internet access.

3. Pricing and terms

Pricing. Current plans and prices are at www.starwire.net, and the price, speed, fees, and term for a plan are shown before you buy it.

Other fees. Returned payment, $20. Account suspension, $10 per month. Paper invoices are available on request as an accommodation, for a monthly fee. We don’t charge late fees or reconnection fees.

Data allowances. We don’t cap data or impose usage allowances.

Contract terms. Month to month, 12 months, and custom terms by arrangement. Early termination fees apply to term plans and are shown before you buy.
